A levy is a request for funds to be raised by taxing the value of property. There are many types of levies.

A bond is a type of levy, is commonly referred to as a bond issue.  It is a request for permission to sell bonds to investors to raise the funds needed to finance construction and other permanent improvements.

 In 2005, two buildings had additions and renovations.

While CTC’s buildings meet the requirements of the time they were built, by today’s standards they are outdated and undersized, severely limiting the number of students CTC can accept.

Between 2013 and 2023, CTC has had to turn away more than 700 students, including more than 150 last year alone. Next year, CTC is on track to have our largest enrollment ever with over 830 students. 

As part of its process, OFCC conducted a robust analysis of CTC facilities. The agency found a number of issues that need to be addressed including: 

On the ballot is a combined bond issue and a tax levy for 1.4 mills. The bond issue for .94 mills is for 37 years. The tax levy for .46 mills is permanent.

The Ohio Facilities Construction Commission (OFCC) is the state agency that helps finance the construction and renovation of public K-12 schools. It oversees the construction projects of state agencies and Ohio’s public colleges and universities. OFCC also administers the funding for community-based cultural and sports facilities projects.

OFCC’s Vocational Facilities Assistance Program (VFAP) provides funds to career-tech schools to ensure students have proper facilities for vocational programs. Due to the intensive nature of career-tech projects, OFCC will work with only one career-tech center each year. 

OFCC conducts an formal assessment of a school’s facilities to determine the cost of meeting all standards and requirements. The commission always recommends building new if the cost to renovate exceeds 66% of the cost to build new. OFCC determines how much state support an approved proposal will receive based on demographics, property values, and age of facilities. 

Six school districts in Clark County have partnered with OFCC on their facilities project.

We conducted an online survey of nearly 50 Clark County community leaders to gather input. Survey participants emphasized student safety and security, ADA accessibility, and space flexibility for future programming as being important to consider in facility planning.

Survey participants, as well as 100+ other community leaders, were invited to the Facility Advisory Forum in late April 2023. Over 25 attendees at the Forum collaborated to develop priorities and goals for facility planning, as well as a list of information that would be helpful. CTC is working with a number of partners on the facilities planning process:

• The Community Design Alliance and Schorr Architects are CTC's design partners in the facilities planning process.

• Miller Diversified Construction Company is serving as the owner’s representative for the process.
• OFCC will pay for 62% of the project’s cost provided we raise the remainder locally and adhere to the agency’s guidelines.

If the ballot measure doesn’t pass, the state will reallocate the $38.7 million in funding to another career center, and CTC will miss out on this crucial opportunity. To build a new facility without state support, CTC would need to ask our community to fund the entire $90M project, which would require a higher millage rate.

The Ohio Auditor of State has issued guidance to allow districts to provide factual information to contact a levy campaign, both in support of and opposing. At this time CTC is aware of only the supporting levy committee.

Due to state regulations, school employees are not allowed to advocate  for or against the passage of a school levy campaign during normal working hours.

The cost per property owner is based on the Clark County Auditor's appraised value. Appraised value is NOT the same as market value.

The next election is on Tuesday, November 5.

The November 5 election is a General Election, an election that is held to select a political party's candidate who will run in the General Election in November. 

Voting in a Primary Election is slightly different than voting in a General Election. In a Primary Election, you request the ballot you want to vote with. There are three types of ballots: Democratic, Republican, or Issues Only.
